Management Team

 

Brian E. Argrett, President and CEO joined City First Bank in November 2011, bringing with him extensive expertise in financing growing companies in lower- and moderate-income and minority communities with both debt and equity.  He joins City First Bank from Fulcrum Capital Group, an investment manager that he founded in Los Angeles, where he served as its managing partner.  Prior to joining the Small Business Investment Company in 1992, Mr. Argrett was an attorney with the real estate law firm of Pircher, Nichols & Meeks in Los Angeles.
Mr. Argrett has served as chair, been a member, or held observer rights on numerous Fulcrum portfolio company boards, as well as served on the boards of First Federal Financial Corporation, First Federal Bank of California, and Family Savings Bank, a community bank serving central Los Angeles.  Active in the business and local Los Angeles community, Argrett has held leadership positions at the National Association of Investment Companies and the National Conference for Community and Justice, and has been an elder at the Knox Presbyterian Church.  Argrett holds a J.D. and an M.B.A. from the University of California, Berkley, and a bachelor's degree from the McIntire School of Commerce at the University of Virginia.
 
Kimberly J. Levine, Chief Operating Officer and Chief Financial Officer joined the bank in January 2006 with almost 30 years of banking and consulting experience. Most recently, she served as a Principal Consultant with Watkins Consulting, Inc. providing consulting, litigation support and forensic accounting services in the commercial and mortgage banking and financial services fields. Formerly, she served for 10 years as Senior Vice President and Chief Financial Officer of The Adams National Bank/Abigail Adams National Bancorp, Inc. as well as in other financial positions with local area banks.  Ms. Levine, a native of Washington, DC, is a graduate of the Wharton School, University of Pennsylvania.
 
Marie Mann Bibbs, Executive Vice President, Director, New Markets Tax Credit Program joined the Board of Directors of the Bank in January 2005, and left the board to take the position of Executive Vice President in September 2006.  She has been employed in the community development industry for over 30 years and in banking for 20 years.  Most recently she managed community development for NCB, FSB.  Ms. Bibbs previously worked 11 years for SunTrust Bank and later was a regional manager for the community development group at Wachovia Bank.  Ms. Bibbs also has experience working for the public and nonprofit sectors.  She earned her undergraduate degree at Northeastern University in Boston, a Masters in City Planning at Howard University, Washington, D.C., and a Masters in Business at Johns Hopkins University in Baltimore.  Ms. Bibbs is a native Washingtonian.
 
William Lindlaw, Executive Vice President and Chief Lending Officer, joined City First Bank in March 2007.  He has been employed in the banking industry for 30 years, working for small and regional banks in the commercial lending arena.  Mr. Lindlaw is responsible for the management of all lending functions at City First Bank, including commercial and real estate lending.  Prior to joining City First, he managed large commercial portfolios for Mercantile Potomac Bank, Capital Bank and Chevy Chase Bank.  His experience also includes investment banking, capital market sales, cash management and trust products.  Mr. Lindlaw earned his undergraduate degree from the McIntire School of Commerce at the University of Virginia and his MBA at the College of William and Mary in Williamsburg, Virginia. 

Godwin Agba
, Senior Vice President, Relationship Manager, Lending, joined the Bank in 2001 as Vice President for Commercial Real Estate Lending. Prior to joining the Bank, Dr. Agba worked in the public sector as senior bonds underwriter for low-income housing tax credits. Dr. Agba is a licensed attorney in the District of Columbia, having been admitted to the Bar in 2001. He is currently an active member of the DC Bar Real Estate & Land Use Law Section and Real Property, Trusts & Estates of the American Bar Association. Dr. Agba holds B.S. and M.C.R.P. degrees from Iowa State University; Ph.D. from MIT; and J.D. from Northern Virginia Law School.
 
Mar-jeau Bullock, Senior Vice President and Credit and Risk Manager, joined City First Bank in July 2007 and has over 20 years of banking experience in the Washington DC Metropolitan area working for regional and national banks in both the commercial lending and credit administration arenas. 
 
Mel Nathan, Senior Vice President, Comptroller

Natalie Smith, Senior Vice President, HR Director, has been with City First Bank since November of 2006.  Natalie brings over fifteen (15) years of broad human resources experience from several small and major institutions to include the Federal Reserve Board, Freddie Mac and National Cooperative Bank.  Natalie has a Bachelor’s degree from Towson University with a focus on marketing.  As Director of Human Resources, Natalie is responsible for the overall management and strategic planning associated with the human resources function of City First Bank.

Michael Nassy, Senior Vice President, Relationship Manager, Lending is responsible for actively managing client relationships and addressing the lending/ deposit needs for a wide range of customers in various small business and community development projects throughout the Washington, DC metro market.  Prior to his current role, he was a SVP and Senior Credit Officer for National Commercial Real Estate with NCB (National Cooperative Bank).  Mr. Nassy also worked as a Commercial Lender for Wachovia Bank N.A where he was focused on providing financial solutions for middle market companies with revenues up to $25 million.  Mr. Nassy earned a Bachelor of Science in Management from St. John’s University and resides in Waldorf, MD. 
 
Chi Perrus, Senior Vice President, Relationship Manager, Lending, joined the Bank in 2011.  Mr. Perrus began his banking career in 1996, and has banking experience in various functions, including retail banking, commercial credit underwriting, commercial and industrial lending, and commercial real estate and construction lending.  His professional experience ranges from multinational financial institutions to smaller community focused banks.  Previously, Mr. Perrus served as Senior Vice President/Senior Lending Officer of a Community Development Financial Institution Bank located in Baltimore, MD.  Mr. Perrus graduated from the University of Maryland where he earned a Bachelors of Arts in Economics, and a Masters in Business Administration.  In addition, he earned a Masters of Science in Real Estate at the Johns Hopkins University.

Swapan Chaudhuri, Vice President and Assistant Comptroller, joined City First Bank in January 2003. Mr.Chaudhuri has over 40 years of banking experience which includes 20 years in Indian Banking system.  He earned his bachelors degree from Calcutta University in India. Mr. Chaudhuri is currently working as a financial analyst on NMTC projects.

Khristina E. McMahon, Vice President and Director of Accounting joined City First Bank in April of 2010. She has over 21 years of accounting experience, with 13 years specifically spent in the banking industry working for publicly traded community banks.  Most recently she was Vice President and Accounting Manager for Alliance Bank where she focused on SEC and regulatory reporting.  Her prior experience also includes working in the accounting department of a sheltered workshop for the handicapped.  A native to upstate New York, Khristina graduated from SUNY Oneonta with a bachelor’s degree in Business Economics.

John McCargo, Vice President, Portfolio Manager, comes from Millennium Bank where he had been working since 2009 as a Vice President and Commercial Lender.  Overall, John has 14 years of commercial banking experience and is formally credit trained.  John has a BS in Finance from Hampton University and a MBA from Howard University.
 
Jose Ygoa, Assistant Vice President and Branch Manager, joined City First Bank in 2003 bringing with him 14 years of experience in financial and banking services in Spain and 2 years in the insurance sector in Virginia.  Jose graduated from De La Salle University with a Bachelors degreee in Philosophy.
 
Donna Gatlin-Mteeka, Assistant Vice President and Loan Administration Manager, joined City First Bank of DC in January 2010 and currently manages the Commercial Loan Administration Department. Donna graduated from Virginia Tech in 1987 with a B.S. degree in Housing, Interior Design and Resource Management and has over 20 years of banking experience. She has been with several banks, both large and small, throughout her career.

   CHANGES IN TEMPORARY FDIC INSURANCE COVERAGE FOR TRANSACTION ACCOUNTS

All funds in a "non-interest bearing transaction account" are insured in full by the Federal Deposit Insurance Corporation from December 31, 2010 through December 31, 2012.  This temporary unlimited coverage is in addition to, and separate from, the coverage of at least $250,000 available to depositors under the FDIC's general deposit insurance rules.

The term "non-interest bearing transaction account" includes a traditional checking account or demand deposit account on which the insured depository institution pays no interest and to Interest on Lawyers Trust Accounts (IOLTA).  It does not include other accounts, such as traditional checking or demand deposit accounts that may earn interest, NOW accounts or money-market deposit accounts.
